Julia Orayen, who apparently pulled the dress from her own closet, had been asked to wear a white gown, but didn't think "it would reveal this much, or cause this much scandal."
In the 30 seconds she was onstage, carrying an urn with numbered chits for speakers to pull to determine the order in which they speak, Orayen's form-clinging dress and large exposed bustline dominated the opening moments, and has since dominated the headlines.
In fact, some were seen staring at her ample figure from the dais. "It is impossible not to concentrate your attention on a woman so spectacular," said one candidate.
Later, the Federal Electoral Institute responsible for organizing the debate issued an apology to Mexican citizens and the candidates for the wardrobe error.
Orayen, who has posed nude for Playboy and been almost nude in other media, says she isn't enjoying the unexpected attention on Twitter and social networks.
"It wasn't a pleasant surprise," she told interviewers, adding that she's learned to prefer herself clothed.
