Exactly how much the new settings are a response to new competition in the form of Google+ is hard to determine. It seems reasonable to surmise that without the new threat to Facebook, the company would have had little reason to change its historically lax user privacy approach.
Facebook now gives its users a new set of privacy controls, allowing them greater powers to select who sees what and tagging photos will be a little more difficult.
Nearly every person who is on Facebook has had the experience of somebody posting a photo of them and tagging it and having it be either not them or a photo they didn't want other people to see.
Now a person cannot tag you by name in a photo. They can still upload a photo of you and post it but can't tag your name.
